Russia Tightens Internet Controls with VPN Fees and Surveillance Measures
Russia is implementing sweeping internet regulations targeting VPN users and small providers. A proposed fee structure would classify nearly all VPN traffic as international, subjecting 60 million users to prohibitive costs. Ukrainian intelligence suggests this move aims to curb VPN access for ordinary citizens.
The telecom sector faces parallel upheaval. Licensing fees for internet providers may skyrocket from $134 to $66,000 for basic operations, with comprehensive licenses exceeding $1.3 million. This could eliminate 90% of Russia's 4,200 small ISPs, consolidating control among government-aligned corporations.
Simultaneously, Russia is accelerating deployment of its SORM surveillance system, granting the FSB direct access to online activities. These measures follow April's Telegram ban and promotion of state-approved alternatives.
